Procedure Templates¶
Task-oriented process control is the central element of AI TENDERINGMANAGER. Electronic forms or interactive function dialogs are assigned to each task. This documents all processing steps of a procedure and controls the legally correct execution of the tender. of the tender is controlled. In a form, you can view or edit data that has already been entered, enter new data and attach documents. Once a task has been completed, this information is forwarded to the employees responsible for the subsequent processing steps. This is done through the use of so-called workflows. The workflow ensures that the correct forms are forwarded to the responsible employees in the correct order to carry out the correct tasks.
There are two options for selecting the procedure template when creating a new award procedure:

Supply/service: Award procedures and contract regulations for supply/services

Construction work: Award and contract regulations for construction work
This selection is decisive for the course of all further processing steps within the workflow. As some of these procedure templates contain different processes or form sets, they are described separately below.
Within each process template, the process selection is the next important step in the process flow. The estimated value above or below the EU threshold value plays a decisive role here. If the estimated contract value excluding VAT is greater than the EU threshold, there is a European procedure. Based on the exceptions you enter, the will suggest one of the following types of procedure:

You can change the proposed procedure type. In this case, you must justify the deviation from the proposed procedure for the contract award notice.
Tip
After the first definition, the selection of the procedure type is locked and can only be unlocked by clicking on the button Reset procedure type. This deletes the original dates, exceptions and justification texts. Depending on the workflow, an automatic return is also carried out to re-enter the deleted data.
The individual process types are explained below in a process overview. The order of the steps corresponds to the respective workflow. Each process step is ended with the Next button.
Negotiated procedures with or without an award notice are EU procedures and correspond to the workflow steps of a restricted award procedure with or without a call for competition until the bid is opened. After the bid opening, the negotiation rounds are documented instead of the examination and evaluation of the bids.
With the help of the innovation partnership, the awarding authority, together with the suppliers or manufacturers, can design a new product and successively specify it in the further course of the procedure. The first bid is submitted after the evaluation of a preliminary competition. Further information on the participation competition can be found in the chapter Procedure with participation competition. After the initial bids have been evaluated, the requirements are refined in negotiation rounds. The procedure in AI TENDERINGMANAGER ends with the award of the contract to the most economically advantageous tender. The subsequent iterative research and innovation process to achieve the desired goal is not defined by procurement law and is therefore not mapped in AI TENDERINGMANAGER.
