VHB Evaluation Scheme

Based on the AI standard evaluation scheme, the evaluation scheme for the Federal Government's award procedures manual (VHB) was mapped and has the following additional features:

  • There are no criteria groups; only predefined criteria (Technical value, Contract conditions, Follow-up costs and Other) are available for selection - apart from Price.

  • Different evaluation schemes can be defined for each lot.

Three scores must be entered for each criterion (except Price), which define the evaluation levels:

  • the tender corresponds to the service description in the BQ (example below: 8 points)

  • the tender is better than the service description in the BQ (10 points in the example)

  • the tender meets the minimum requirements (2 points in the example below)

This means that no points need to be entered in the scoring matrix, only the available discrete scoring levels need to be selected.

The basis for scoring on a point scale from 0 to 10 for the award criterion price is as follows:

  • 10 points are awarded to the tender with the lowest price.

  • 0** points are awarded to a tender with 1.5 times the lowest price.

  • All offers with a higher price also receive 0 points.

  • Points for the prices in between are awarded using linear interpolation with up to three decimal places.

The following formula is used to calculate the individual criteria scores:

Criteria rating = rating points achieved * percentage of weighting

The total score of all criteria evaluations of a bid determines the ranking.
