School Grade Evaluation Scheme¶

After the Federal Court of Justice opened up greater leeway in the evaluation of tenders in its landmark decision of 04.04.2017, the school grading system was integrated with the following features.

At the top level of the bill of quantities, there are only criteria groups and the price to choose from.
In contrast to the standard evaluation scheme, the weightings of the individual criteria are added together regardless of their group affiliation and must not exceed 100 percent together with the price.

The evaluation framework in the criterion PRICE represents the percentage limit above which a tender receives 0 points in accordance with the invitation to tender.

In the evaluation matrix, the evaluation points for all offers are recorded in ascending order from 0 to 5 and the reasons for them. The total score of all criteria evaluations of the bids then determines the ranking.
